Civil Registration System in Odisha

Registration of vital events (births and deaths) is governed by the Registration of Births and Deaths Act, 1969. In Odisha, births and deaths occurring in government and private hospitals are digitally reported through the Civil Registration System (CRS - crsorgi.gov.in) and the State Urban/Rural Health Portals.

Statutory Registration Timeframes & Fees

Timeline Procedure & Authority Official Fee
Within 21 Days Normal reporting by hospital or family to local Registrar (Municipality/PHC). FREE of charge
21 to 30 Days Late registration with approval from Registrar with late fee. ₹2 late fee
30 Days to 1 Year Registration requires written permission from Sub-Divisional Magistrate (SDM) / Executive Magistrate. ₹5 late fee + affidavit
Beyond 1 Year Delayed registration strictly requires an order from an Executive Magistrate after verification. ₹10 court fee + order

How to Add a Child's Name in the Birth Certificate

Hospital registration often records a newborn as “Baby of [Mother's Name]”. To add the official legal name:

  • Apply to the issuing Registrar (Municipal Corporation, Municipality, or CHC/PHC).
  • Submit the original birth certificate copy, parent Aadhaar cards, and a simple name-inclusion application form.
  • Under the RBD Act, names can be added without fee within 12 months of registration, or with a nominal fee up to 15 years.

How to Download Digitally Signed Certificates

  1. Open the official portal: crsorgi.gov.in or the Odisha Municipal Portal.
  2. Navigate to “Download Certificate”.
  3. Enter the Registration Number, date of event, and parent/deceased name.
  4. Verify the mobile OTP to generate and download the digital certificate featuring the official QR code.
